Admin users can now grant folder creation (on upload or edit) to user groups.

As well as being restricted to particular groups, you can also dictate which folder structures they can add sub-folders to.

This is configured via:

Admin > Groups > Folders

Then visit the 'Upload, edit and delete' tab to see the new option.
