When users are setting up saved searches they can optionally select to be notified via email about any new assets that are added to the search. 

The period that these notifications are sent out is defined in the ApplicationSettings.properties setting:

saved-search-alert-period  

(the setting is in hours so, for instance, saved-search-alert-period=1 would send out notifications every hour).
