Retain an accessible list of rejected registration requests as well as the reason for rejection text

Requested from ESAB - Currently there is no recorded list of user access request rejections - when a user is rejected, we can optionally add "reason" text for the decision, but this is not then retrievable for review in the future, if the user re requests access for example. We'd like to either have access to the rejections list, and ideally have any "reason" text for a previous rejection pulled through into the approval screen for subsequent registration requests affiliated to that email address.
