PDF Preview for users without download permissions

We would like the ability to view an Asset on PDF viewer mode but not allow this Asset to be downloadable so we can keep track of version control and make sure people are coming to Asset Bank to view the most recent version of our brand guidelines etc and not working off an old version they have downloaded onto their desktop.

Appreciate this may allow them to screenshot etc, but we don't think that particular issue is hugely risky compared to working off old versions!
